Harry Caine is a forty-three year old bachelor who was born in Monterey, California. He has a sister, Susan Caine, who lives on the California coast between Santa Cruz and Monterey. His parents were killed in an auto accident when Harry was eight years old leaving him and his older sister as their only survivors. The two siblings were raised by foster parents in San Jose, California. Harry is a loner who is smart enough to understand his limitations and the fact that there are times when he needs help, professionally, and personally. After three years of college and one year of law school he worked at one of the area’s busiest PI firms for six years in order to earn the 6000 hours of verifiable experience the State of California requires to become a licensed private investigator. He then ran his one man private investigative agency in the San Francisco Bay Area for fifteen years.

After fifteen years of case work Harry suffered what he thought was a burn out and opted to move east to change his life forever. The change involved his going to work for the federal government in Washington, D.C. The new job left him cold.
